I'd bet that the Basketball Gods put the Cats and the Hawkeyes in the same regional in hopes they meet again for the 3rd time this year and would have big TV audience.
Same TV reason Texass and the Clones are in the same regional.
Potential TV eyes probably plays a bigger role in the women's tourney seedings and placements than in the men's.

i like how this has worked out for the cats. two good opponents. but bramlage is worth ten points minimum. then iowa on the horizon. our girls won't fear caitlin like most teams might. so to my way of thinking, this is set up very nicely. yokie seems to be progressing physically. a week off gives them all more rest - maybe we'll be back to full strength with fresh legs as well. see you in the octagon friday. we're in section 10.
