I am not sure of the connection of KSU Foundation getting to $Billion$ and Riley County poverty.
Now I would suggest the priority for KSU Foundation and every other aspect of KSU should be ENROLLMENT. If that means spending Foundation funds for scholarships, then do it.

Wildengineer, I agree wholeheartedly. Student scholarships from the Foundation = badly needed enrollment.
But, if the Ivy league schools with billions of endowment don't give out significant scholarships, it's doubtful if KSU will either.

TC, hoarding Foundation/Endowment funding is a macro situation across all of North America.
Approximately 10 years ago, a KU representative was giving testamony to the Kansas Legislature. He was moaning and groaning that KU's was going to be forced to lay off people due to budget constraints. A Kansas Legislature asked him why don't you use KU Endowment funding, which was over a $Billion$ at the time. The KU person came up with excuse after excuse why this could not happen and it didn't.
The United States Government is wanting to excuse school loans while there is in excess of a $800 BILLION$ sitting in endowments.

Residency rules certainly play a critical roll in enrollment management. Most state universities are allowed to determine their own rules for residency. This is not the case with the state universities in Kansas. The rules are archaic and were determined by the state legislature a long time ago. K-State has tried for many years to get the legislature to update and modernize the residency requirements. The legislature has refused to make these needed changes. Southern Illinois University offers in-state tuition rates for St. Louis (MO) area students, even though Carbondale, IL is more than 100 miles from St. Louis. UMSL also offers students in the Metro East (Illinois side of the St. Louis metro) in-state tuition rates. I was told by a person trying to organize get-together of Fort Hays grads that Fort Hays offers in-state tuition for people who live in states who share a border with Kansas. As far as I know, it has been useful in keeping enrollment numbers up.
And then there's this:
"Fort Hays State doubled down on its commitment to providing quality accessible education by making the bold move to redefine the meaning of regional tuition as well. Mason hopes to bring more students home to Hays, America, by offering in-state tuition to 13 states: Arizona, Arkansas, Colorado, Illinois, Iowa, Missouri, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, Utah, and Wyoming."

I think KState could expand its footprint into some decent recruiting areas by doing something similar.
