From what's been explained, it seems like the Board of Regents is the entity that needs to change the in-state tuition rule, before KSU can do anything.

That's been my personal experience with folks from the entire big ten. Ohio State, Michigan and Michigan State folks are the worst.
And, the research done there is no better or worse than at other similar universities.

Wildengineer, I agree wholeheartedly. Student scholarships from the Foundation = badly needed enrollment.
But, if the Ivy league schools with billions of endowment don't give out significant scholarships, it's doubtful if KSU will either.
