I believe this picture is much older than the 1940's. If you look at the west side of Nicholes Hall (Nicoles Gym in those days), you will see that the twin radio towers are not in the picture. According to KSAC/KKSU station history those towers were constructed in 1924. Memorial Stadium opened in 1922 so this picture must have been taken between 1922 and 1924.

No student union either. When was Waters Hall built? I think I see it.

East side of old stadium completed in 1924. I believe that means the picture is from 1924 if the tower timing is correct.

Waters was built in 1913, Calvin in 1908.
Waters Hall was completed in 3 stages: the east wing was completed in 1913, the west wing in 1923, and the center of the building in 1952 to connect the two wings. The building was intended to group the Department of Agronomy, Animal Husbandry, Dairy Husbandry, Poultry Husbandry, Agriculture Economics, and Milling into one building. Currently, Agriculture Economics, Agronomy, Economics, Entomology, Sociology, Anthropology and Social Work, and Horticulture and Forestry share the building.

The East wing of Waters was built in 1913 and the West Wing, viable in this picture opened in 1923. The area between the two wings at the time of this picture was occupied by a judging pavilion. I know this because my father did grain judging in that building in the 1930's. If my memory is on track, the construction of the student union began around 1951-52, The radio towers were probably constructed in late 1924, and were put into use on January 27, 1925. From what has been noted so far I would put the timing of this picture probably in the late spring or summer of 1924.
