It would make more sense to me if also players would be allowed 6 years to play 4 years if they redshirt 1 year. This would give coaches more chances to develop raw talents. JV squads might be an interesting concept.

This article paints a picture of widespread NCAA violations. As of now, Penny has no functioning staff due to people leaving and coaches being fired.
A colossal mess. In the NIL era I didn't think cheating was possible, but Penny is accused of finding ways to do so.

Years ago when the NCAA Headquarters was in Overland Park I met the man who managed their mail room. He told me in conversation that the reason KSU, KU, and MU had so many NCAA violations is because so many of the employees were alums of the 3 area schools. They would constantly get packages from a post mark that had some sort of evidence that a local school was cheating. It was like mutual Hari Cari. They all wanted to get the other 2. Then the investigators would protect or prosecute depending on their allegiance.
If an anonymous letter showed up in the KSU Athletic Department accusing Coach Tang or Coach Klieman of something nefarious, do you think ADGT would immediately make it known to the media then fall on the sword and turn it over to the NCAA and self report something that has no proof and an unknown accuser?
To me this could be Coach Hardaway getting set up to take the fall. Who knows the Memphis AD might have sent the letter.
